On January 15^th, 2016, Mr. ZHANG Yi was invited to have the field investigation of Jingbei New Ecological City in Huailai County, Hebei Province with Ms. CHEN Jingyue, President of CEATEC, Mr. DAI Junyang, Deputy President of CEATEC and Mr. LIU Peiwen, Vice Secretary General of CEATEC.

China-Europe Association for Technical and Economic Cooperation (CEATEC) is the non-profit organization under the supervision of the Ministry of Commerce, P. R. China. The mission of CEATEC is to promote the related business between China and Europe and has made remarkable achievements in the related field since its establishment. After several rounds of negotiation, Mr. ZHANG Yi and Ms. CHEN Jingyue have reached the consensus of the joint efforts of mobilizing their respective high-quality resources in order to serve the cooperation of China-Europe Urbanization and the upgrading of Chinese industries. CEATEC has done the necessary pre-work for Jingbei New Ecological City, which paved the road for this field investigation.

Jingbei Ecological City (JEC) is in Huailai County of Zhangjiakou City, Hebei Province. Because of the convenient communication, it will only take 30 minutes for travelers to be commuted to the downtown of Beijing. JEC is situated at the foot of Yan Mountain and the famous Guanting Reservoir is located here as well. Obviously, JEC possesses the unparalleled scenic beauty. Beijing 2022 Winter Olympics will be held in two cities, Beijing and Zhangjiakou, while JEC is just in the middle of two cities. JEC proves to have the ideal geographical advantages.

Mr. ZHANG Yi and his companions visited the Planning House of JEC; afterwards, they drove to have the field investigation. Later, they held the seminar with the developer of JEC. At the seminar, Mr. ZHANG Yi pointed out that JEC had laid the solid foundation for the future clustering of industries and residents because of its scientific planning. Against two favorable backgrounds, namely the Integration of Beijing-Tianjin-Hebei and Beijing 2022 Winter Olympics, the Commission planned to introduce European high-quality resources into Huailai with a view to boosting the local economy. The Commission and CEATEC had already discussed the feasibility of enabling the Nordic snow and ice sport resources to strike roots in Huailai. Both parties planned to develop the industrial chain of snow and ice sports and construct the related business ecological circle in collaboration with partners of various trades home and abroad. The Commission and CEATEC set their mind on turning Huailai to be the demonstration example of China-Europe Urbanization Cooperation and exploring the innovative pattern.

Ms. CHEN Jingyue remarked, CEATEC recognized the promising future of JEC and stood ready to jointly enrich the industries of JEC with partners. The concerned parties were about to introduce European high-quality resources, such as green and eco-friendly industries, high-tech industries into Huailai in accordance with the ecological features of JEC. The purpose was to benefit the people of Huailai.

The developer of JEC extended their warm welcome to Mr. ZHANG Yi, Ms. CHEN Jingyue and said, they were willing to make the full use of this opportunity and try to find the innovative road of China-Europe Urbanization cooperation with all the concerned parties. 

At the end of the field investigation, all the concerned parties have reached the consensus of cooperation and formulated the clear road map with a view to earnestly furthering the related work.
