The Synergy of Sino-European Sci-Tech and Financial Cooperation
Henrich Guntermann
CEO of European Consortium of Technology Transfer
Ladies and gentlemen,
Good afternoon!
It is my great honor to be invited by Mr. ZHANG Yi, Chairman of EU-China Municipal Development Commission (ECMDC) to attend The Summit Forum of China Sci-Tech Industry 4.0 and Financial Innovation, which is held at Chase Shanghai Financial Valley. It is my great pleasure to have a chance to confer with the present audiences from different circles on the issue of Sino-European sci-tech and financial cooperation. As CEO of European Consortium of Technology Transfer (ECTT), I am quite willing to air my own understanding and viewpoints on the concerned topics from European perspectives and visions. I sincerely hope my personal opinions can lay the foundation for the consensus concerning the in-depth cooperation between European and Chinese enterprises in the future.
As any Europeans who are concerned with emerging markets, I have come across lots of new words when I am reading the reports on China’s economy, such as “One Belt, One Road”, “Supply-side Reform”, “Innovation and Entrepreneurship”, and “Craftsmanship”. In my opinion, these words are new while being old. They are new, because these words are the necessary measures adopted by the Chinese government to incessantly adjust the development model of China in order to realize the sustainability against the new economic background. They are old, because these words are quite familiar to me, a German entrepreneur. Probably, the present audience might have known that, Silk Road, this term was firstly brought up by Mr. Ferdinand von Richthofen, the German geologist. Now, in Western countries, “One Belt, One Road” is sometimes literally translated as New Silk Road. In the meanwhile, I am very proud that Germans are well-known in the world by their “Craftsmanship”, and their capability of “Innovation and Entrepreneurship”. I am also delighted to find the smooth and good development of Sino-European relations. Our Chancellor, Angela Merkel, will begin her ninth and tenth visits to China in June and September of this year. Our President, Joachim Gauck, also visited China in March, 2016 and had a hearty talk with President XI Jinping on the issue of the close bilateral partnership.
These facts prove that the ancient Silk Road is to connect the amazing Oriental China with the faraway Occidental Europe through the commodities; while today, the convenience of communication devices and the swiftness of transportation means have rejuvenated the ancient Silk Road. The mutual understanding and the mutual demands for development between Europeans and Chinese have made the Silk Road Economic Belt and the 21st-century Maritime Silk Road possible, which are promulgated by the Chinese government. Within the framework of the concept of New Silk Road, Sino-European cooperation is of vital importance.
The importance of Sino-European cooperation lies in the following facts.
Firstly, there exists the complementarity between Europe and China. Europe is the original place of the world’s modern civilization and the birthplace of the world’s industrial civilization as well. Europe witnesses the whole process of the development of human industrial civilization. During the process of its industrialization over hundreds of years, Europe possesses the solid foundation of industries and the complete, advanced R & D and manufacturing capabilities. Broadly speaking, European technology of today takes the lead in the world. After nearly thirty years of reform and open-up, China has miraculously become the second largest economy in the world with stunning economic achievements. However, it should not be denied that the accumulation of technical R & D can’t be achieved in a sprint. What, in fact, is needed is the devoted work of several generations. Henceforth, there exists the natural complementarity and the perfect match between advanced European technologies and vast Chinese market. The close partnership will surely bring forth win-win.
Secondly, there exists no fundamental conflict of interests between Europe and China and there is no obstacle to the cooperation in the true sense. The far distance of thousands of miles between Europe and China does have caused the inconveniences for people-to-people communication, while it also has obviated many potential conflict of interests. For quite a long time, Chinese are learning from European experiences, while Europeans are admiring the ancient history of China. In the meanwhile, China and Europe are dedicated to the common cause of the diversification of the world and are willing to make their own contribution to the global developments. We share the same objectives of development.
Thirdly, Europe and China are in pursuit of the innovative development model in order to cope with their own issues. As we all know, science and technology are consistently the key that decides the core competitiveness of a nation. In the age of internet, the communication between different nations is extremely convenient, which means, the integration between science, technology and the market is tighter and tighter. Henceforth, we witness the emergence of the new world development model. That is, while science and technology are improving the competitiveness of a nation, there should be a sufficient capacity of market to realize the sustainability of the follow-up R & D. During the process that the technologies and respective markets are tightly matched, the finance will bring its leverage function to the full play. So, to head the virtuous interaction between technology and finance will create the core competitiveness of a nation.
There is no wonder that, when Mr. ZHANG Yi told me that ECMDC and Chase Shanghai Financial Valley Group Co., Ltd had made the joint efforts of creating EU-China (Shanghai) Sci-Tech Financial Center (the Center) and I was welcome to join in, words fail me to express my excitement and expectations. As I have mentioned before, the advanced European technology, the vast Chinese market, the global financial leverage, when these three elements are mixed together, there will be endless possibilities. When I ran the proposal in my network by representatives from the Federal Government, selected German State Governments and contacts in the financial community, the feedback was very positive. They are quite ready to see that ECMDC can actively play its function of being a platform of European NGO and promote the bilateral regional economic development through the synergy of Sino-European sci-tech and financial cooperation.
In the down-to-earth spirit, I hereby expound my own plan for the specific cooperation.
ECTT, where I work for now is registered and set up in Luxembourg, the financial center of Europe and the second largest investment fund center in the world. ECTT has two branches in Germany and Belgium. The purpose of its layout is to make the full use of the technical advantages of Germany, the financial advantages of Luxembourg and the regional advantages of Belgium, the Headquarters of EU with a view to converging sci-tech, financial, political and economic powers. Henceforth, ECTT and ECMDC will jointly introduce the following resources and business lines into the Center:
The first one is the sci-tech innovation showcase of European countries. We will work with the federal states of Germany and other regional governments of EU Member States to open the showcase of SMEs of their countries and attract European start-up companies with the mature technologies to settle down here.
The second one is the exchange platform for the cooperation with European financial investment institutions. We will cooperate with leading European banking institutions like UBS and Deutsche Bank and also European investment funds of different sorts in order to gather the related resources for EU-China Sci-Tech Financial Park.
The third one is the two-way showcase base of Sino-European cooperation. When we have accumulated the mature management experiences and found the successful operation model, we will promote the establishment of the counterpart of the Center in Europe with a view to realizing the two-way integration cooperation.
A Chinese saying goes, “action speaks louder than words”. I firmly believe that in the near future, we will cooperate with each other with the whole-hearted devotion and jointly select the advanced and high-quality European technologies in order to boost the local economy through various and innovative forms including technology transfer. We will seek the sci-tech and financial innovation model that is in line with the development trend of the new global economy. I believe, the joint efforts of the concerned parties will present our own solution plan to the issue of the global sci-tech financial innovation.
Thank you!
