From October 31^st to November 1^st, 2016, Chairman ZHANG Yi was invited to attend China-ASEAN University Presidents Forum. At the opening ceremony, Mr. ZHANG Yi signed the strategic partnership agreement with Mr. CAO Yu, President of Hainan Tropical Ocean University (HTOU), and delivered the keynote speech at the sub-forum of “Innovation and Development of University and Society” on November 1^st.

China-ASEAN University Presidents Forum is hosted by the Organizing Committee of China-ASEAN Education Cooperation Week with Association of the China-ASEAN Education and Training Centers as Co-Sponsors, the Education Department of Hainan Provincial Government, Hainan Tropical Ocean University as Organizers. M.L. Sirin Rongsong, Thailand Royal Princess, Ms. ZHONG Runzhi, Deputy Secretary General of Hainan Provincial Government, Ms. CAO Xiankun, Director General of the Education Department of Hainan Provincial Government, and Mr. DENG Zhong, Vice Mayor of Sanya City attended the opening ceremony.

At the opening ceremony, Mr. ZHANG Yi signed the strategic partnership agreement with Mr. CAO Yu, President of HTOU. The strategic partnership between ECMDC and HTOU was concerned with two major areas, namely, the maritime studies and international cooperation. In line with the actual demands of HTOU during the process of building maritime studies, ECMDC would make the full use of its advantages of being a European NGO, and select the disciplinary and technological resources of European academic institutions in order to actualize the leapfrogging progress of HTOU. In the meanwhile, ECMDC intended to set up the branch center of UNESCO-China Sci-Tech Innovation and Education Center in HTOU, which would become the international exchange platform for HTOU, Sanya City and Hainan Province. ECMDC would also provide the specialized services for the international cooperation between HTOU and its European counterparts, and actively seek down-to-earth cooperation projects such as the building of the international campus of HTOU.

At the sub-forum of “Innovation and Development of University and Society” of November 1^st, Mr. ZHANG Yi delivered the keynote speech and introduced UNESCO-China Sci-Tech Innovation and Education Center, China-EU Youth Innovation and Entrepreneurship Base, two ongoing projects of ECMDC to the attendees. He said, ECMDC would explore the avenue for the creative development between universities and society through the cooperation with HTOU. ECMDC attempted to realize the seamless integration between universities, society and enterprises in order to build the platform that integrated the academic circles, R & D circles and industries into one entity. After several years of investigations and evaluations, ECMDC had formulated the complete action plan and stood ready to provide the specialized services for the innovative development of Chinese universities. In the meanwhile, Mr. ZHANG Yi proposed that, on the basis of China-ASEAN University Presidents Forum, the concerned parties could evaluate the feasibility of setting up China-EU University Presidents Forum, which would further the people-to-people communication along with “One Belt One Road” Initiative. The speech of Mr. ZHANG Yi had enkindled the heated discussion among the attendees.

During the process of the Forum, Mr. ZHANG Yi exchanged views with M.L. Sirin Rongsong, Thailand Royal Princess, to whom he introduced the functions and mission of ECMDC. The Princess congratulated Mr. ZHANG Yi on the achievements ECMDC had made in the efforts of promoting the cultural exchange and sci-tech innovation between China and Europe. She wished that ECMDC make greater contribution.

Mr. ZHANG Yi also exchanged his views with Ms. ZHONG Runzhi, Deputy Secretary General of Hainan Provincial Government as for the effort of enlarging the cooperation and exchange between Hainan Province and EU Member States. Mr. ZHANG Yi introduced the current cooperation projects between ECMDC and the concerned EU Member States. He said, ECMDC would like to introduce high-quality European resources of all sorts in order to boost the regional economy of Hainan Province. Ms. ZHONG Runzhi appreciated these words, and eagerly expected the concerned cooperation to settle down in Hainan as soon as possible, while Hainan Provincial Government would spare no efforts to push forward the win-win cooperation between China and Europe.
