The Cooperation concerning the Professional Training between ECMDC and NCEPU

At 4 pm of March 27th, 2017, Chairman ZHANG Yi was invited to head the delegation to meet with Mr. SHEN Jianfei, Dean of the School of Continuing Education of North China Electric Power University (NCEPU) after the meeting with the top management level of NCEPU. Both parties has discussed the cooperation concerning Sino-European electric power professional training, and reached the consensus on the topic of establishing the study centers in Europe and the involved countries along the Belt and Road. Both parties aim to integrate European high-quality academic and capacity building resources into the cooperation, and provide the intellectual support to international electric power and energy cooperation. Both parties have developed the definite timeline and road map for the follow-up. The School of Continuing Education (SCE) of North China Electric Power University is the functionary department of implementing the vocational and professional training, the internet education and training for the adult students. Over several decades, SCE has made its great contribution to the professional training in China’s electric power and energy industries through various forms of continuing education with the coverage of all the sectors of energy and power industries. In 2014, SCE has become the National-level Continuing Education Base for the Professional Technicians, whose title was granted by the Ministry of Human Resources and Social Security of China.

 

Mr. SHEN Jianfei extended his warm welcome to the visiting of the ECMDC Delegation headed by Mr. ZHANG Yi. He made the introduction that NCEPU is the important cradle of the talents in China’s electric power and energy industries, and has the extremely tight partnership with all the related enterprises. SCE assumes the mission to provide all the professional and vocational training programs to Chinese enterprises in the fields of electric power and energy. Under the guidance of the Belt and Road Initiative, more and more Chinese electric power companies have established power plants in foreign countries, and actualized the energy connectivity through the international cooperation. Therefore, to enhance the consciousness and capacity of Chinese enterprises for the international cooperation, to improve the competence of Chinese employees to adjust themselves to the international working environment, all of these are the challenges with which Chinese enterprises who go global are confronted. Considering this fact, SCE is quite willing to work with ECMDC to introduce the advanced ideas and training programs of European counterparts into China. In the meanwhile, SCE and ECMDC will jointly create the conditions for branches of Chinese enterprises and their employees in Europe and other regions to receive the related training at the nearby institutions. Henceforth, SCE and ECMDC will jointly establish the study center in Europe and other regions, whose mission is to serve Chinese electric power companies in foreign countries.  

 

Mr. ZHANG Yi remarked, on the basis of the previous communication, ECMDC has made the definite evaluation and deployment at the proposal presented by SCE as for the joint efforts of establishing the study center. The purpose of inviting Mr. Shiloh Miller and Mr. Henrich Guntermann, Members of the Council of ECMDC to visit NCEPU is to explore the ideal model to actualize the docking between SCE and German, European, Israeli counterparts in the field of electric power professional training. In the meanwhile, ECMDC will make the full use of its platform function to bring more and more European high-quality resources to the future study center with a view to turning the center to be the comprehensive platform, which will integrate into one entity the joint technological R & D, technology transfer, the professional training, the development of marketing, the study on European laws and policies, and people-to-people communication. The future study center will actualize the seamless docking between the academic studies and industrial R & D, whose ultimate objective is to serve the academic development of NCEPU and the business development of Chinese electric power companies in foreign countries.

 

Mr. Henrich Guntermann elaborated on the preparatory work of European Consortium of Technology Transfer (ECTT) for the future study center along with SCE. He introduced that he himself has worked with the Government of the State of Saxony, Germany for more than 10 years. In the capacity of the senior manager of a Canadian company, he has the deep understanding of Saxony and knows its unique advantages of industrial R & D and professional talent training. He is also familiar with the favorable policies Saxony has promulgated to encourage foreign experts, technicians to carry out the joint research with their German counterparts. TU Dresden, one of the top technical universities in the world is in Saxony. Therefore, Mr. Guntermann proposed that the future European Study Center of NCEPU be established in the State of Saxony. SCE can prepare a detailed action plan for the Study Center, with which ECTT and ECMDC will contact the Government of the State of Saxony. ECTT and ECMDC will not only canvass for the political support from the local government, but also bring top European technical universities, professional associations, engineer associations and the concerned enterprises into the Center. European branches of Chinese electric power companies will receive the professional and vocational training at the Center, and be updated with the latest professional information and technologies, and have the cooperation chances of working with European partners to exploit markets as well.

 

Mr. Shiloh Miller believed that, to create the chance of improving the personal capacity for Chinese overseas employees through the forms of education and study, it will be a very good entry point for Sino-European electric power professional talent training cooperation. Considering the fact that NCEPU has its vitally important role and unique position in China’s electric power and energy industries, and the tight partnership with the concerned enterprises, the future study center will surely be a tremendous success on the basis of the docking between the strengths of NCEPU and the advanced ideas and technologies of European counterparts. Mr. Miller also mentioned that, Chinese electric power companies have undertaken various projects in Africa; he, Member of the Council of ECMDC and the person who has been in African business for decades will be quite willing to work with ECMDC to assist NCEPU in establishing African Center in order to make the contribution to the Belt and Road energy cooperation.

 

Mr. SHEN Jianfei was glad to point out that to establish the study center in foreign countries just begins as an idea; now it is operative after the full evaluation of ECMDC. The suggestions and assistances from Mr. Guntermann and Mr. Miller have enabled European Study Center and African Study Center of NCEPU to stand ready to take shape. He said, SCE will present the detailed action plan for the study center as soon as possible, and take the substantial step towards the implementation. He also indicated his full expectation as for the close contact with the highly efficient and down-to-earth European team of ECMDC in order to jointly promote various Sino-European electric power and energy industries cooperation.
