At 10 am of March 30^th, 2017, Chairman ZHANG Yi was invited to head the Delegation to meet with Mr. LIU Wenzhang, Chairman of the Board of Yunnan Industrial Investment Holding Group Co., Ltd (YIIH) and his team. Both parties held the official meeting to discuss the issue of implementing Sino-European technology transfer and joint R & D cooperation. They reviewed the negotiation of the past two years, and defined the common objective of this meeting. ECMDC and YIIH were engaged in the in-depth discussion as for the concrete measures to implement Sino-European technology transfer and joint R & D cooperation. Both parties were determined to work closely together to put the proposals into execution. ECMDC and YIIH exchanged their views to the full as for the pattern and mechanism of the close partnership, and reached the related consensus, which laid the solid foundation for the follow-up. The Delegation of ECMDC is also consisted of Deputy Secretary General HU Zhenming, Mr. Shiloh Miller, Member of the Council of ECMDC and General Secretary of Israel Belgium Chamber of Commerce and Mr. Henrich Guntermann, Member of the Council of ECMDC and CEO of European Consortium of Technology Transfer (ECTT). The attendees also included Mr. SUN Degang, President of YIIH, Mr. SONG Xingju, Vice President of YIIH, Mr. FAN Hong, Vice President of YIIH, Mr. LIN Jiahong, Chairman of the Board of Yunnan Phytopharmaceutical Co., Ltd (YP) and Ms. ZHOU Min, General Manager of YP.

Yunnan Industrial Investment Holding Group Co., Ltd (YIIH) is one of the key backbone enterprises of Yunnan Province, and its predecessor is Yunnan State-Owned Assets Management Co., Ltd, which was founded in 2000. The Official Meeting

Mr. LIU Wenzhang extended his warm welcome to the visiting of ECMDC Delegation. He said, after the full negotiation of nearly two years, both parties have the in-depth understanding of their won actual demands and their counterparts’ advantages. Within the framework of the Belt and Road Initiative, YIIH, the key backbone enterprise of Yunnan Province is actively engaged in the national strategy and has taken concrete action. YIIH is quite willing to join hands with ECMDC, the European NGO to introduce the advanced European technologies into China through joint R & D and technology transfer with mutual benefits. In the meanwhile, YIIH intends to export its own competitive technologies and products into Europe, and enter European market as well. There is a great future ahead as for the cooperation between two parties. YIIH and ECMDC are determined to design the overall structure that will bring to the full play the corporate advantages of YIIH and the platform function of ECMDC, which will lay the solid foundation for the future win-win cooperation.

Mr. ZHANG Yi reciprocated the warm words of Mr. LIU Wenzhang and the hospitality of YIIH with great gratitude. He introduced that, ECMDC attaches great importance to the cooperation with YIIH. Since the first contact, the Chinese team of ECMDC keeps its European team updated with the latest progress as for the potential cooperation. ECMDC Delegation aims to jointly define the cooperation entity with YIIH, which will lay the solid foundation for the following efforts of internationalizing the products and businesses of YIIH. On the basis of the full evaluation, ECMDC intends to take concrete action to ensure two-way cooperation between YIIH and its European partners. Both parties expect to break down the limits of the conventional model, and make the full use of the complementarity between the advanced European technologies and the vast Chinese. During the process of implementing the Belt and Road Initiative, the joint efforts between ECMDC and YIIH will enable the latter to become bigger and stronger.

At the suggestion of Mr. ZHANG Yi, Mr. Henrich Guntermann, CEO of European Consortium of Technology Transfer (ECTT) briefed the previous preparation to YIIH. Mr. Guntermann introduced that, at the beginning of 2016, he received the list forwarded by Mr. ZHANG Yi. The list is provided by YIIH with the purpose of exploring the pattern as for Sino-European bio-pharmaceutical joint R & D cooperation. In accordance with this list, and after the elaborate choosing, he takes no much time to find the ideal partner, a famous pharmaceutical company with the history of more than 150 years in the State of Saxony, Germany. After several rounds of negotiation, Mr. Guntermann and the management level of this company reached the consensus that this list should become the entry point for the full-scale cooperation between YIIH and German counterpart in the aspects of technology transfer, joint R & D and talent training etc. In the meanwhile, Mr. Guntermann brought up this issue with the concerned authorities of the State of Saxony to solicit for the related support as for the future Sino-German bio-pharmaceutical joint R & D cooperation.

With the positive feedback from the concerned authorities, Mr. Guntermann tables three benefits of implementing joint R & D cooperation between YIIH and German partner. The first one is, YIIH can get access to the advanced German pharmaceutical technologies and the related skills YIIH is in search for, and maximize the benefit of technology transfer. The second one is, Sino-German joint R & D cooperation will serve as the model with mutual benefits between Yunnan Province and the State of Saxony, which will receive the political support from the State of Saxony. Two regions can jointly find a good pattern to strengthen the friendship. The third one is, the success of Sino-German bio-pharmaceutical joint R & D cooperation can serve as a good showcase, and will lay the foundation for other technological cooperation between YIIH and its German partners. In the meanwhile, the smooth proceeding of the cooperation will open a new channel for the communication between Sino-German scientists and engineers.   

Mr. LIU Wenzhang appreciated the highly efficient and down-to-earth working style of ECMDC, and he returned his thanks to the efforts ECMDC had made. He also highly recognized the detailed and thoughtful action plan that Mr. Guntermann had designed for the future cooperation. He said, YIIH has a very important role in Yunnan Province, and is the important platform and window that serves the development of Yunnan provincial industries. Therefore, the future smooth proceeding of Sino-German joint R & D cooperation will surely receive the full support from Yunnan Provincial Government, which will lay the foundation for the further cooperation between Yunnan Province and the State of Saxony. Mr. LIU Wenzhang introduced that, Mr. SUN Degang, President of YIIH is the expert of bio-pharmaceutical industry, then Mr. LIU invited Mr. SUN to provide the further information in this aspect to the Delegation. 

Mr. SUN Degang remarked, Yunnan Phytopharmaceutical Co., Ltd (YP) ECMDC Delegation visited yesterday is mainly concerned with traditional Chinese medicine. The mission of YP is to develop traditional herbal medicine with Chinese characteristics. As for Sino-European bio-pharmaceutical cooperation, the ideal partner is Walvax Biotechnology Co., Ltd, of whose YIIH is the substantial shareholder. Walvax was founded in 2001 and has become the advanced Chinese vaccines producer over 16 years. With the remarkable reputation in the related field, Walvax is determined to become the global company with the mission of bettering human health and life with high-end biotechnologies. At present, the R & D force of Walvax is mainly consisted of experts who have received their education in U.S. Therefore, in collaboration with ECMDC, Walvax can introduce European technologies and teams into China, which will undoubtedly further the progress of the company. YIIH will support the close partnership among Walvax, ECMDC and ECTT.

Mr. Shiloh Miller is a famous and experienced lawyer, and a professional who has provided the expertise and assisted many Israeli high-tech companies in settling down in Europe. He pointed out that, ECMDC and its Council Members can make full use of their advantages and networking in Europe, and serve as YIIH’s ambassador to handle with European affairs. Before the official launching of the cooperation, all the concerned parties should jointly create an ideal cooperation platform, which will enable more and more European high-quality partners and resources to be systematically introduced into Yunnan. In the meanwhile, all the concerned parties shall bring to the full their own advantages, and seek the best cooperation model through the initial projects, which will be applied in other fields in the future.

Mr. LIU Wenzhang seconded Mr. Shiloh Miller’s proposal. He said, the cooperation between YIIH and ECMDC can start with bio-pharmaceutical cooperation, and jointly establish the cooperation entity through which all the projects can be undertaken. On the basis of this agreement, both parties will spare no efforts to exploit the international market in line with the actual situation. Mr. ZHANG Yi agreed with Mr. LIU Wenzhang. Mr. ZHANG Yi said, ECMDC will fully support YIIH and make its own contribution to the implementation of the Belt and Road Initiative in Yunnan Province through the cooperation entity, which is expected to be established as soon as possible.

After the meeting, ECMDC Delegation visited Walvax Biotechnology Co., Ltd in Yuxi City, and had the field investigation for the future Sino-European bio-pharmaceutical cooperation.
