“The Belt and Road” Veterinary and Animal Sciences Cooperation

On May 5th, 2017, Chairman ZHANG Yi received the Delegation headed by Mr. ZHANG Lisen, President of Shandong Vocational Animal Science and Veterinary College (SVASVC) at Beijing Office of ECMDC. Both parties explored the possibility of implementing international two-way cooperation between SVASVC and its foreign counterparts against the background of “the Belt and Road” Initiative. Both parties reached the consensus of cooperation, and jointly defined the road map and timetable. Both parties agreed that the future cooperation aims to actualize the following expectations: to absorb the European advanced professional ideas and technologies in order to enhance the academic achievements of SVASVC and improve its combination of production, education and research; to make the full use of the academic competences and technological advantages of SVASVC to support the countries along the Belt and Road with a view to bettering the social welfare of the involved foreign countries. Both parties wanted to put “the Belt and Road” Educational Move into action, and pioneer in the development of the vocational and technical education of China. Shandong Vocational Animal Science and Veterinary College (SVASVC) was founded in 1955 in Weifang City, and is one of the National Key Higher Vocational Institutes and the provincial exemplary institute, the largest state-owned vocational training center of its kind in Shandong Province. It occupies 234,300 square meters of constructing areas with 12,000 fulltime students enrolled here coming from every corner of the country. SVASVC has Department of Humanities and Social Science, Department of Animal Science and Technology, Department of Animal Medicine, Department of Food and Drug Engineering, Department of Pet Animal Science and Technology, Department of Animal Nutrition, Feeding and Aquaculture and Department of Economy and Trade with the wide coverage of various professional programs. 



At the Meeting


Mr. ZHANG Yi extended his warm welcome to the Delegation headed by Mr. ZHENG Lisen. He remarked, as the European NGO, ECMDC is actively engaged in Sino-European cooperation within the framework of “the Belt and Road” Initiative, and has ongoing projects and successful cases in the related aspects. On the occasion that the Belt and Road International Cooperation Summit Forum is about to be held, ECMDC is quite willing to have the in-depth discussion as for the implementation of the international two-way cooperation of SVASVC in accordance with the national strategies. ECMDC stands ready to provide services for SVASVC in the process of development of the integrated efforts of production, education and research in the near future. 


Mr. ZHENG Lisen expressed his gratitude to the warm reception from Mr. ZHANG Yi. He introduced that, as the National Key Higher Vocational Institute, SVASVC is consistently taking the lead in the integrated efforts of production, education and research in China. Over the past 60 years, SVASVC has turned out more than 80,000 talents of veterinary and animal sciences in China with strong foothold in the professional field and the exposure to the market. Many remarkable college graduates have become the leading talents at top professional enterprises in China. In the meanwhile, SVASVC mobilizes its academic competences and technological resources to serve the economic development and social progress of the local region. SVASVC has made the great contribution to the following achievements: Weifang City, where SVASVC is located has become the most powerful city in China in the aspect of animal husbandry, while Shandong Province has become the most powerful province in China in the aspect of animal husbandry. Mr. ZHENG Lisen mentioned that SVASVC has established the partnership with several foreign universities. The purpose of this visiting is to explore the issue how to rely on the platform of ECMDC to introduce more and more international high-quality cooperation resources and improve the internationalization of SVASVC further. 


Mr. HU Zhenming introduced the background of the cooperation between ECMDC and SVASVC. In accordance of the introduction from Mr. WANG Xiaowen, Deputy Director of the International Cooperation Department of the Chinese Society of Vocational and Technical Education and Mr. ZHANG Facheng, Director of the International Cooperation Committee of Shandong Society of Vocational and Technical Education, ECMDC comes to know that SVASVC intends to establish the partnership with Pakistani counterparts in order to turn the professional competences of SVASVC into the concrete win-win cooperation projects. SVASVC is willing to actualize the Belt and Road Educational Move in Pakistan, the traditionally friendly country and the good ally of China. ECMDC has made the necessary contacts and arrangements, Pakistani friends have indicted their willingness of working with SVASVC to implement the related cooperation. On the basis of this fact, ECMDC will work with SVASVC to present the detailed action plan for the cooperation, and jointly work out the long-term mechanism of actualizing the international two-way cooperation of SVASVC. 


Mr. ZHANG Facheng, Mr. ZHOU Qihu and Mr. WANG Xiaowen aired their professional suggestions for the international cooperation of SVASVC and the future road map. Mr. ZHANG Facheng pointed out that, the international cooperation must begin with the entry point, and gradually build up the mutual understanding on the basis of the concrete cooperation docking. Otherwise, the original good will of the cooperation will end up in the empty talk. Therefore, in the principle of combining the social welfare and the sustainable development of the cooperation project, it will be very important to define the actual demands on each side, and make the scientific evaluation, provide the supplementary supports to the counterparts in order to harvest the mutual benefits. Mr. ZHOU Qihu, Vice President of SVASVC, made the further introduction to the professional competences, and the related thinking concerning the international cooperation. He said, over the past decades, SVASVC has made the striding progress in the academic achievements and developed the model of “The Combination of Working and Learning; the Combination of the College and the Enterprises; the Combination of Production and Education”. As the benchmark vocational college in Shandong Province, even in China, SVASVC is looking forward to realizing its academic progress and boosting the development of the husbandry in the cooperation region through the implementation of the projects. Mr. WANG Xiaowen tabled the suggestion for the follow-up. He said, it is necessary to elaborate on the action plan for the cooperation, and formulate the timetable. The rights, responsibilities and interests of the concerned parties in the cooperation must be defined. After the scientific evaluation, the concerned parties shall go all out to push forward the cooperation. 


On the all-round evaluation, ECMDC and SVASVC reached the consensus as for the follow-up. In line with the actual demands of SVASVC, ECMDC will initially promote the cooperation between SVASVC and Pakistani counterparts. In accordance with the professional competences of SVASVC and Pakistani counterparts, it is expected to study the characteristics of Pakistani husbandry, the demands from Chinese husbandry industry and China’s consumption market. Sino-Pakistani cooperation will choose the work of formulating the professional standards and the ensuing implementation as the entry point, and develop the pattern that integrates academic studies, industrial development and trading cooperation into the entity in order to boost the husbandry economy of Pakistan. In the meanwhile, Pakistan is on the border to Xinjiang, China, while Xinjiang is designated as the key region of the Belt and Road Construction. So, ECMDC, SVASVC and other Chinese partners will discuss the creative cooperation, namely, to introduce the husbandry technologies of SVASVC into Pakistan and promote the development of Pakistani husbandry; to build the production base in Xinjiang and process the husbandry product imported from Pakistan in order to meet the requirements from the consumption market of China and the world. 


ECMDC also held the in-depth discussion concerning the effort of introducing European pet keeping resources into China and promote the standardization of China’s pet keeping industry. 


Amid the friendly atmosphere, both parties have confirmed the concrete road map and timetable in a highly efficient and down-to-earth way. Both parties are fully confident in implementing the future “the Belt and Road” Veterinary and Animal Sciences Cooperation
