Mr. Shiloh MILLER Appointed as Senior Advisor to ECMDC

Considering the fact that Mr. Shiloh MILLER has been devoted to Sino-European cooperation for many years and made remarkable achievements, Chairman ZHANG Yi has signed the paper to appoint Mr. Shiloh MILLER as Senior Advisor to EU-China Municipal Development Commission with the approval from the Board of Directors in May, 2017. Mr. Shiloh MILLER will be engaged in the work of promoting the cultural exchange, economic cooperation and sci-tech innovation between Europe and China with a view to furthering the partnership of municipal development between EU Member States and China.

Shiloh Miller


Shiloh Miller is a graduate of Law specialized in Commerce from the Tel Aviv University, and has been active as lawyer, businessman and project developer for over 35 years in Europe, based in Brussels, London, Moscow and Tel Aviv. 


In 1980 he set up and managed the European branch of Zadok law office in Brussels (the first Israeli law firm in Europe in co-operation with the American law firm Oppenheimer & Co). The firm later merged with Belgian lawyers and re-established itself as Miller, Bolle and Partners, of which Mr. Miller was co-managing partner until 2004.


Mr. Miller has assisted in the development of a wide range of industrial and business activities connected to various multinational companies wishing to develop and expand their activities in Europe, USA and Russia. These included activities in high-tech, agri-tech, defence, banking, real-estate, bio-pharma, petrochemicals and various services. He assisted numerous international companies, many of which Israeli – such as Orbotech, Adama (Makhteshim Agan), Nur, IAI (Israel Aerospace Industries), Bats (Elta), Bank Igud, Landmark Chemicals – in establishing European Headquarters and activities.


Mr. Miller has been involved in financing transactions and raising of equity for various companies including technology ventures and active in various merger and acquisitions transactions. 


He has acted as counsel and member of the board of directors of a number of companies and non-profit associations which set up presence in Europe and Africa.


In recent years, he has extended his activities to property development and rendered services to a property investment group, Greenwood Group, active mainly in London, Moscow Region, New York and Brussels. He has also been partner in a high-tech group, Afterdox Angel Investment Group, as well as Pan-Invest Group, a fiduciary organization.


Mr. Miller has developed commercial activities through a family owned company Natra Hudson S.A. - which is also the mother company of Natra S.A., a construction procurement company for a large international waterworks and construction company active in Africa. 


Mr. Miller has been an active member of commercial and philanthropic associations such as Israel Belgium Chamber of Commerce (General Secretary), EMRC (founding member), Brussels Ganenou School, EPL (European Petrochemical Luncheon Association, founding member).
