On September 7^th, 2017, Chairman ZHANG Yi was invited to attend the Seminar on the Construction of International R & D and Innovation Concentration Zone, which was held by the Science and Technology Commission of Chaoyang District (STCCD), Beijing. Mr. ZHANG Yi aired his own opinions on the hot topics such as Sino-European cooperation on science-technology innovation and the efforts of attracting international high-end R & D talents to work in Chaoyang District. Mr. ZHANG Yi elaborated on the achievements ECMDC has made so far to Mr. FENG Shouhua, Director General of STCCD, Mr. QI Daoduo, Deputy Director General of STCCD and Mr. LIU Yuebin, Director of the Productivity Center of STCCD. Mr. ZHANG Yi made the introduction to the innovative measures adopted by ECMDC to foster the synergy between Chinese and European partners in the aspect of science-technology innovation, which might be a remarkable example and serve as a good reference for the construction of International R & D and Innovation Concentration Zone undertaken by Chaoyang District.

Beijing is building the whole city as the National Science-Technology Innovation Center. By clinging to the related demands, STCCD brings to its full play the geographical advantages of Chaoyang District, and makes the further endeavors to promote the internationalization of science-technology innovation of Chaoyang District in line with the strategic positioning of the capital. STCCD steps up the introduction and concentration of the international R & D and innovation resources in accordance with the sophisticated and state-of-the-art industrial layout of Chaoyang. STCCD spares no efforts to create the favorable environment for the development of international R & D cooperation in order to quicken the tempo of the construction of International R & D and Innovation Concentration Zone. Henceforth, STCCD invited the experts to attend this Seminar and welcome the guests to vie with each other in airing their suggestions.

At the Seminar, Mr. ZHANG Yi aired his personal view on the hot topics such as Sino-European cooperation on science-technology innovation and the efforts of attracting international high-end R & D talents to work in Chaoyang District in line with the achievements ECMDC has made so far. He remarked, Chinese President XI Jinping delivered his keynote speech at the Opening Ceremony of the Belt and Road Forum for International Cooperation on May 14^th, 2017, in which he remarked that China would strengthen the international cooperation on the science-technology innovation. As the European NGO and the key strategic partner of Chaoyang District Government, ECMDC is actively engaged in bridging Sino-European cooperation on science-technology innovation. ECMDC is working with top European science-technology institutions, technical universities, scientific parks, and has established the comprehensive system of science-technology cooperation resources, which includes EU HQ, EU Member States, European local governments, science-technology institutions and universities, scientific and industrial parks, professional associations and high-tech companies. This comprehensive system stands ready to provide services to the related international cooperation of Chaoyang District. ECMDC is willing to introduce the European high-quality R & D and innovation resources into Chaoyang District in line with the actual demands. In the meanwhile, ECMDC is embarking on the innovative journey, and willing to work with STCCD and the related high-end companies to discuss the following issues: to implement the joint R & D with top European science-technology institutions and universities, to bring the joint R & D team to settle down in European scientific and industrial parks, and to apply for the favorable policies issued by European local governments. ECMDC is working with a famous company owned by the Central Government of China in order to establish the Science-Technology Innovation Hub in Europe. The related model and experiences might serve as a reference to Chaoyang District.

Mr. ZHANG Yi said, with the development of the internet technology, the international cooperation is beyond the barriers of time and space, which brings new possibilities to the efforts of attracting the international high-end R & D talents to settle down in Chaoyang District. He remarked, during the process of the field investigation of European scientific parks, ECMDC has discussed the new method of attracting talents with the concerned authorities of the Parks. ECMDC and the concerned partners will make the full use of the existing advantages of European scientific parks, and establish the specific research teams according to the demands of China’s market. The specific research teams are open to all the international remarkable talents, and will be engaged in the R & D and incubation of the related projects in line with European standards. When the research teams present the positive achievements, and the research fruits can be commercialized, the teams comprised of international high-end R & D talents and their mature projects will be introduced into China together. ECMDC has reached the consensus concerning the related cooperation with European scientific and industrial parks; henceforth, ECMDC is quite willing to provide the related services to Chaoyang District.

Mr. ZHANG Yi’s words have been fully recognized by Mr. FENG Shouhua, Mr. QI Daoduo, Mr. LIU Yuebin and other experts at present. They said, under new circumstances, the competition of international science-technology innovation is increasingly intense. Chaoyang District should make a bold move to pioneer a new road with a view to enhancing its appeals to the international high-quality R & D and innovation resources, and quickening the tempo of constructing the International R & D and Innovation Concentration Zone. Therefore, the new methods presented by ECMDC and the related achievements ECMDC has made are worthy of being closely studied. Mr. ZHANG Yi said, ECMDC stands ready to work with STCCD and make its own contribution to the related construction.
